What is the PVC pipe coming out of my foundation wall? - diy water wall

I live in a house built in 1989 in Virginia. I noticed some moisture on the floor of my basement to the wall. I picked up a PVC pipe that stands against the wall of my foundation. I think that is the most important, the water pipe. But there is water and dirt, which through the tube. If there is anything I can do to this update itself? Or is this the right person to ask for this? Thank you!

This is probably a crude, which was built when they built the townhouse. It is probably so, if someone wanted the road in a valley that is not a pipe hook to the owner much time and energy saving with the main line connection is set yourself. There should be a time limit (it is usually fluorescent orange in color) at the end of this tube, so that no water or gas reached through their main line. If this is the problem, call a plumber. If you own the townhouse, now a plumber. They describe a leak in the water main and the water seeps back into the basement. It can also be problem of the city, if you are near the road. If you are a tenant, please call the management company to deal with it.

It may be a hose pipe from the swamp. I have one, that my house is on the road.
